The Retaining Employment and Talent After Injury/Illness Network (RETAIN) Demonstration Projects grant opportunity (FOA ODEP 18 01) is a U.S. Department of Labor (DOL) initiative led by the Office of Disability Employment Policy (ODEP) in collaboration with the Employment and Training Administration (ETA) and the Social Security Administration (SSA). The purpose of the program is to support state-led pilot demonstration projects that help people stay employed or return to work after an injury or illness, by strengthening coordination between workforce systems and health-related partners. Funding is authorized through a combination of federal statutes and appropriations, including the Workforce Innovation and Opportunity Act (WIOA), the Social Security Act, and the Consolidated Appropriations Act of 2018. DOL manages and administers the cooperative agreements across the program.

The funding model is intentionally structured in two phases. This specific announcement covers Phase 1, which is designed for planning, building partnerships and infrastructure, and launching a smaller-scale pilot demonstration. Phase 1 has an 18-month period of performance and requires that the pilot component begin within nine months of award, or as soon as the Office of Management and Budget (OMB) clears any required information collection under the Paperwork Reduction Act, whichever happens later. In other words, applicants must be ready to move from planning into real-world testing fairly quickly, while also accounting for federal data-collection approvals that may affect timing.

For Phase 1, DOL anticipates awarding up to eight cooperative agreements, each at approximately $2.5 million, for a total Phase 1 funding pool of about $20 million. A key feature of the award is that it is a cooperative agreement rather than a standard grant, which typically signals more ongoing federal involvement, guidance, and coordination during implementation. In addition, Phase 1 budgets must respect a cap on planning expenses: no more than $1 million may be used for planning activities, which ensures that at least $1.5 million per award supports the actual pilot implementation rather than only design work.

Eligibility is oriented toward state-level implementation, with awards expected to go to state workforce agencies. Those agencies are required to build a formal partnership that includes, at minimum, the State Health Department (or an equivalent entity that manages, regulates, or influences health service delivery), health care systems practicing coordinated care and population health management, and the State Workforce Development Board. This required partnership structure reflects the core strategy of RETAIN: improving employment retention and return-to-work outcomes by aligning workforce services with health care delivery systems that are already working to coordinate care and manage population health.

Phase 1 is also explicitly a gateway to potential larger-scale implementation funding. After Phase 1 concludes, DOL expects to run a separate competition among Phase 1 awardees to select up to four recipients for Phase 2 supplemental cooperative agreements. Phase 2 awards may be as large as $19.75 million each to implement RETAIN projects at full scale. Awardees in both phases will receive support from a RETAIN Program technical assistance (TA) provider, and DOL notes that if future funds become available, additional Phase 2 awards could potentially be made to Phase 1 grantees who were not selected in the initial Phase 2 competition.
