Opportunity Information: Apply for LBNPAS 22 AW 001 111622
The U.S. Embassy Beirut Public Affairs Section announced the 2023 Alumni Engagement Innovation Fund (AEIF) as a small-grants opportunity for alumni of U.S. government-funded or U.S. government-sponsored exchange programs. The core idea is simple: alumni teams use the skills and networks they gained during their exchange experience to design and run practical, community-based projects that respond to real challenges in Lebanon while also supporting the Embassy's strategic goals and broader foreign policy objectives. AEIF is a long-running global program (launched in 2011) that has supported hundreds of alumni-led projects worldwide, and this Beirut-focused call is the local pathway for Lebanese-based initiatives under the 2023 round.
To be eligible, applicants must apply as a team of at least two exchange program alumni, and the proposed project must take place entirely inside Lebanon. Projects must clearly align with at least one of the priority themes tied to the Embassy's strategic goals. The notice lists a wide set of acceptable themes, including good governance; climate change; strengthening economic prosperity and inclusive economic growth; promoting innovation; improving the digital economy; fostering entrepreneurship; skill building that improves job opportunities; enhancing education and English language programs; protecting cultural heritage; and countering disinformation, propaganda, and malign influence. Proposals that do not directly address one of these themes, as framed in the objectives of the opportunity, are treated as ineligible.
The funding is positioned as small grants, with expected individual award sizes ranging from USD 5,000 to USD 35,000, and the program anticipates making about two awards. The project period of performance cannot exceed 18 months, and applicants are instructed to plan start dates no earlier than September 1, 2023. There is no cost-sharing requirement, meaning applicants do not have to contribute matching funds to qualify. Applicants are allowed to submit only one proposal, so teams are expected to consolidate their strongest concept rather than submitting multiple variations.
The application process begins with a Statement of Interest (SOI) package that includes two required documents: the official AEIF 2023 Proposal Form and the official AEIF 2023 Budget Form. These templates are available under the opportunity's related documents or can be requested by email. The SOI submission window opened November 15, 2022, and closed January 30, 2023 at 11:59 PM Eastern Standard Time (Washington, D.C.). Submissions were to be emailed to PDBeirutGrants@state.gov. After submission, proposals were to be shortlisted around mid-March 2023, with non-shortlisted applicants notified by the end of March, and final selections expected no later than June 30, 2023.
The Proposal Form requirements are fairly detailed and are designed to show that the alumni team has a credible plan, clear roles, and measurable outcomes. Applicants must name a primary applicant and explain each team member's role, qualifications, and expected time commitment to the project. The narrative components include a proposal summary describing the problem, objectives, and intended impact; clear goals and measurable objectives that are realistic within the proposed timeframe; and a methods/design section explaining how activities will achieve the objectives. Applicants also need to identify direct and indirect beneficiaries, lay out a timeline with dates, times, and locations for activities in Lebanon, and describe sustainability beyond the grant period (for example, how the work will continue, be replicated, or be supported by other resources). If there are local partners, those should be listed. The application also requires a communication and outreach plan that explains how the project will be promoted and how it will use AEIF 2023, Exchange Alumni, and U.S. Embassy branding across channels such as social media, websites, or print media. Finally, applicants must include a monitoring and evaluation plan describing how progress and results will be measured, with attention to outcomes such as increased knowledge, shifts in awareness or attitudes, improved service quality, or strengthened capacity in a school or community group.
Budget submission is just as structured. Applicants must use the designated AEIF 2023 Budget Form, present all figures in U.S. dollars, and provide a detailed budget narrative justification with line items described as specifically as possible. The notice also includes strict cost and activity restrictions, and any proposal that includes prohibited items can be deemed ineligible. Ineligible costs and activities include airfare to or from the United States, any activities occurring in the United States or its territories, staff salaries and typical overhead like office space and operational expenses, large durable equipment purchases or construction, alcohol and excessive meals or entertainment, academic or scientific research, charitable or development activities, direct social service provision to a population, individual scholarships, social travel/visits, gifts or prizes, duplicating existing programs, institutional development of an organization, venture capital or for-profit endeavors (including charging participants fees), support for specific religious activities, fundraising campaigns, and any support or opposition for partisan political activity or lobbying for specific legislation.
Administrative eligibility also depends on how the award is processed. If the grant is issued to an individual, that person does not need a Unique Entity ID (UEI) or SAM.gov registration. If the grant is processed through an organizational partner, that organization must have a UEI and an active SAM.gov registration. The notice further states that organizations involved are expected to commit to equal opportunity employment practices and nondiscrimination for beneficiaries, regardless of race, religion, ethnicity, gender, sexual orientation, or political affiliation.
In short, this opportunity funds Lebanon-based, alumni-led, theme-aligned public service projects that are concrete, measurable, and feasible within an 18-month window, with awards large enough to pilot or scale practical community interventions but with clear boundaries against overhead-heavy operations, direct service delivery, or activities that resemble charity, research, or political advocacy. The emphasis is on strong project design, realistic implementation planning, visible outreach with proper branding, and credible monitoring and evaluation that demonstrates community impact.Apply for LBNPAS 22 AW 001 111622
